Get Questions is returning too many questions

Hi I've been using the get questions call and it seems to be returning QIDs of items that don't show up in the survey, and some look like maybe the user had started creating the question but never finished (the question text is something like "Please enter text for question"). Is there a way to filter out only the questions that are shown on the survey?
