Is there any reason why having a hashtag "#" in a URL would stop an intercept from working?

Hi!
We have a website survey that was working fine earlier, but when we changed the intercept URL from "/text/text/text" to "/text/#/text" the survey no longer pops up.
Is there any reason that having a hashtag "#" in the intercept URL would cause this problem?
