Is there a way to allow account wide API access?
We write integration at the university level and would like to supply these integrations in a more general sense. We don't want to have to make users generate tokens and manage them. We're looking to have a master API key that isn't tied to a specific person, but rather to the site account.

The API key user token which is required for every api call is user dependent which is also dependent on the survey for which you are calling the api. Hence API key at site account level is not possible

You could make a dedicated API user that has access to all your surveys and then share its token with each other user.
