Surveys lost due to Salesforce API issues

We write to Salesforce every time a survey response is received. Today there was an issue with our Salesforce instance that prevented integrations from making calls to Salesforce.

I want to know if it is possible to get a report of all the survey responses that failed to write to Salesforce?
If yes, is it possible to resubmit these responses in bulk?

    Have you checked the debug and established the time frame when the issue was ongoing?
    We had same happening for more than one occasion. We didn't have that many surveys lost, so we just resubmitted them one by one. But I would think that you can use DataLoader to upload them directly to Salesforce
