How do I display a survey invitation only to web app users with specific user IDs?

Hello,
I want to target specific users with a survey using the ID they use for login. These IDs are assigned at account creation and are unique. I think I need to set logic at the intercept level to achieve this restricted display. However, I don't see the options that would allow me to do this. Is there a way I can set up logic to achieve this targeting? Any guidance will be appreciated. Thanks.
