Dynamics 365 (CRM) API upload contacts to Qualtrics contact list

Hi all,

I'm trying to connect Dynamics 365 to Qualtrics as to specifically get contact data (along with other embedded data) upload to Qualtrics contact list. I've looked here https://www.qualtrics.com/support/survey-platform/actions-module/json-events/#Microsoft but it requires Microsoft Flow which unfortunately is not available in my organisation for the foreseeable future. Does anyone know how to use API's to do this?

I've looked at the API documentation but unsure where the code will go (total API novice here). Do I run it in python? This would mean manually running the script each time I wanted the contact list to pull through to Qualtrics?
