If you want to randomly assign them you can go into the Survey Flow and nest all the blocks in a Randomizer. In the randomizer settings, choose to only present 1 element. Additionally you can choose to force even presentation so that about the same count of people see each block.
If you have specific assignment, drop the randomizer and use branches instead. If distributing via email, you can add Embedded Data in the mailing list that specifies which block they should see. Then in the Survey Flow you would read that Embedded Data and branch based off its values into the correct blocks.
