Cookie tracking without consent (QSI_HistorySession)

I was just checking the cookies when a survey link is opened. I noticed that the cookie below was set and as value it seems as it just contains the survey link. 

QSI_HistorySession

As described in the cookie statement, it is no strictly necessary one but a “performance cookie” to “count visits and traffic sources so we can measure and improve the performance of our site”. 

To track this cookie, Qualtrics would actually need to collect consent via some popup. However, Qualtrics does not have that. Is there any chance to avoid tracking the QSI_HistorySession cookie?

Update: We noticed that the QSI_HistorySession was already set when logging in to Qualtrics. At this point, there is no banner to enable/disable setting performance cookies. 

The issue was escalated to Qualtrics. As a result, they deactivated the mentioned cookie just some days ago.
