"Evenly Present Elements" in Randomizer - Behavior with Incomplete Responses

I am noticing that the "Evenly Present Elements" checkbox in a Randomizer increments when a group is shown to the respondent even if they never complete the survey.
This can lead to an imbalance of randomization in terms of survey responses. Is there any way (preferably within Qualtrics) to resolve this?

When "Evenly Present Elements" isn't good enough, you can set quotas for the completes in each condition, then use code (web service or JavaScript) to do the assignment using a least filled algorithm.
