Is it possible to send regular emails to a selection of contacts without Segments?

I want to preface this by saying that I know the Segments feature will likely do everything I need, but I am limited by my university's license with Qualtrics to access any features not currently on my account.
I have a survey that is designed to be sent to participants 3 months after a specific date. I have the date listed as an embedded data field. I would like to set up an automated workflow that runs through a contact list to see if a participant is up for their 3-month survey and then sends the survey if they are.
The issue I'm running into is that workflows (as I understand them) appear to be tied to a single respondent rather than a full contact list. I am confident I can write JavaScript that will pull the appropriate variables, but what I have so far only works for a survey edit that starts a trigger.
