Side by Side Custom Validation Dependent on if item selected as top 3

I have the Side by Side question above where I would like the user to select the top 3 "Var 1 Categories". For the items selected as the top 3, I want the priority shift to be mandatory (again, only for the top 3 items selected), and the comment field associated to be optional.

If there can be any hide/show that happens with the priority shift & comment field that would be ideal, but bottom line need the validation requirements to work.

Yes, we can use JS on click event on checkbox and based on priority check is selected or not, we can disable or enable the next button.
