I have created an additional page for an existing dashboard that is a work-in-progress. I do not want my viewers to see this info until it is completed. I've marked it as a "private page" but now cannot remove that limitation for my audience. How do I return a page to normal view?

You can't do it..bad luck. Private pages can't be rollbacked to regulate page. Even you can't move widgets from private page to regular page.
You have to make it from scratch.
Always make regular page if you are making a final version and control access so that whomever you want to see can see any point of time.
