Will someone please let me know how to setup the system so that everyone that has Qualtrics access can view ticket details but NOT edit the ticket. Only the ticket owner should be able to edit their ticket.

I don't think there are permission settings for tickets. I think this is a great feature. I'd suggest adding a product idea that would restrict editing and/or deleting tickets based on roles.

Will do but you may want to separate the product ideas:
1) View from full record
2) Prevent users from deleting tickets
1) View from full record
2) Prevent users from deleting tickets
