Is there a API to create contact directory? I only found a API to "List Directories for a Brand" at https://api.qualtrics.com/013df5106e3c7-list-directories-for-a-brand.

I don't believe so. I've just had a look at the API and the closest thing I can see is creating a new mailing list.
