This was because I had to instill a quota for each option. However, I want to make it so that only one response from all of these responses can be chosen.

You can show all questions on one page and include a custom validation for all questions in one question something like this.

If I understand your question, you want to display a list of times but the user can only select one time from the list.
When I set up student office hours, I list all the available times for each day as a multiple choice question type and use the List format allowing only one answer.
If the time slot can only be used once, I set a quota for each time slot and then use display logic to not show the time if the quota has been met.
