The Qualtrics api Understanding Your Data Set (qualtrics.com) states that
"For all other respondents, the location is an approximation determined by comparing the participant’s IP address to a location database. Inside the United States, this data is typically accurate to the city level. Outside the United States, this data is typically only accurate to the country level."
How does this impact LocationLatitude and LocationLongitude? Does this mean that all coordinates within a city will be the same? For example, will all users in New York City default to the same coordinates?

It is not a viable strategy. It would be as bad as or worse than filtering by IP address.
