Trigger Web Feedback Intercept Based on Previous Survey Response

Here's what we'd like to do: 1) User visits page on the website and web intercept survey X served 2) In the survey user is asked "Do you plan to XXX?" and user selects "Yes" on Survey X 3) User visits website within the next 30 days 4) Because user had previously said "Yes" on Survey X we want to show a different intercept with Survey Z How can we do step four? Thanks!
