I need to send out a survey to multiple participants and I will have to update specific personal information to be applicable to whoever is taking it at the time.
Is there a way to create personal links to the survey with that person’s specific personal information (so, just the version of the survey geared toward a specific individual)? Everything I’ve seen seems like the link would continue to go to the most recently published version of the survey.

You can customise your survey to make it feel more personalised.
First, add the information as embedded data with the contact list fields.
Next, add the relevant embedded data fields from contact list in the survey flow.
Then, use piped text to add the required information into your survey questions.
For example, distributing a survey using the email distribution and applicants will see a greeting with their first name in the introduction upon clicking the survey link in their email.
