I've been trying to edit some surveys today, but each task is taking a long time. I have to refresh a lot. Now it's taking a long time to just get previews. Is there a place to look where Qualtrics let's users know there is an issue? Just wanted to be able to check that type of notice, vs trying to contact them.

There is a status page at https://www.qualtrics.com/status/ but it's only occasionally useful.
In my experience, problems rarely show up in real time. I've reported outages and they don't appear here for at least a couple hours, if at all.
