Back in 2020, we were able to download a list of questions by exporting the survey so we could assess which of those would fit our needs. However, I don't see that option anymore. How can I download the questions into an excel file?

One way I can think of is to generate a test response, then download the data to Excel. You can then copy then row with the full question text and paste it with the transpose function to make it readable.
Another option to add to MatthewM is to go into translations, add a language, and then export translations into excel. It'll even include all the answer options for you.
