How would I create a rule to limit the number of surveys to each of my company's districts?

Using XM Directory, I want to survey 200 customers per district each month out of all the customers serviced in that month. Can this be done without loading a file that contains only the 200 customers per district? We have ~200 districts.

You could use quotas or branches. You will have to make a contact list pull to completed responses an embedded data field then update it if another response is completed. Once the number has been reached the quota will have been met or you can branch to end the survey for the respondent.
