Is it possible to determine which students have completed a survey? More specifically, can I download (or gain access to) a list which identifies the aforementioned population?

If it is email distribution, we can download distribution history.

Hi 

You can download a CSV distribituinb survey report from the distrbutions tab, that let you see the status of each student that recieve the survey, this is by email

 

If you want you can create a workflow that let you save the students that complete the survey in a new list
