Is it possible for a firewall or other mechanism to prevent survey submission? | XM Community

Hello! I have a live survey for which anonymous links have been distributed to several of our clients with client info included as embedded data in the URL parameters. We present reports back to clients only when they have full team participation. One client swears that all members have participated (individual members confirm), but 2/4 records are missing. I’ve tested the link, as present in the email to this client(it works), checked for responses that may have resulted from some corruption in the embedded data (there are none), checked partial responses (nothing), and revisited every place I can imagine human error creeping in on my side (everything checks out). So my question is this:

If we assume the client is telling the truth, what could possibly explain this? Could there be some sort of firewall or security in place that allows the email in, but catches / disallows the submission?
