Limit the responses

Hi,
Scenario:
Single survey, used as an offline, used in 4 different locations.
I need to limit the total responses collected in a month to 3000. This has to be distributed on a daily basis approx. 100 surveys per day overall for the entire survey.
Challenge here is we have 4 locations where the tablet is installed and Device identifier is set with the below values. I need to distribute the 100 surveys per day on % basis and reset every day. Once the quota reached on a day prevent the survey taking and/or delete the further responses.

L1 (40%)
L2 (20%)
L3(20%)
L4(10%)

Please help me in resolving this.
