Hi, 

I’m using qualtrics to perform an online vote to select two applicants for something, each question specifies an applicant and has three answers "in favor", "against" and "abstainer" and i need to limit the person filling the survey to only vote in favor of 2 people.
To clarify, each person voting can choose maximum 2 people that they can vote in favor of, if they chose "in favor" for more than two people they shouldn’t be able to send the form.

I tried to achieve this in multiple ways and failed, any suggestions?

Assuming they are choosing 2 applicants in single survey response and not multiple.

You can use branch logics (multiple) which shows them the error message and they can then change the selections as required. There would be multiple combinations but it should be doable.
