Restricting the number of answers in a multiple answer question based on answer

Hello,
In my multiple answer questions, I include “Refuse to Answer” as a choice. I want to make a rule that prevents the user from moving to the next question if they select “Refuse to Answer” along with other choices, basically it should only one answer choice when “Refuse to Answer” is selected.
Is this possible? Hoping for some guidance.

Make 'Refuse to Answer' exclusive (click on choice, click down arrow next to it, choose 'Make answer exclusive')
