One solution would be to use reminders in distributions, however, instead of sending the email to the respondent, you could send it an SES account. If its the first email, forward it to the respondent. If its the reminder, send to the respondent via SMS (for this you’ll need to create workflow that triggers a Lambda function to call the Twilio API).
