This message usually comes when a user has already submitted a personalized link once and is trying to take the survey again using the same link or the link might have expired. As you’re saying that you can't see the response in the 'Data & Analysis' tab, it could be due to link expiration. If you were able to see the response then you could have allowed the user to resubmit her survey using the ‘Retake Response’ option.
You can create a new link and send it to the user again to retake the survey. This would be the easiest way. If you know the user well, ask her to clear her cookies and try taking the survey again, as cookies could sometimes cause this issue.

Since the original link can longer be used or be reactivated, your best option will probably be to create a Personal Link for this person and share it with them. When you create the Personal Link, make sure to set the expiration date far enough in the future so the link will remain available as long as you need it to.
