Is there a way to set up my Qualtrics survey to automatically send follow-up emails to participants for Survey 2 after they complete Survey 1? I understand this may require collecting participant emails, but I am prepared to ensure data collection remains IRB-compliant.

Hmm I agree with Shashi that the XM Directory task will work well here, and agreed with Vincent that looking at the JSON for the failed workflow step is what I would check next for why it is failing. If the JSON doesn't provide much insight, I would start over - build the workflow from scratch and create a new contact list to add to.If it helps, below is a configuration that has worked for me in the past to distribute a second survey immediately after the first one is submitted:
