I am a brand admin and have the TOC option enabled. It works fine for new surveys and other existing survyes. However, in one survey, it is not showing up. No idea why. Are there particular survey settings that could cause this issue? I did not create this survey. It was created by a non brand admin. But it was shared with me, so it shouldn't cause any issues when accessed via my login. That's the only thing I can think might be the issue.

I think you're close to answering your own question. I would guess that the TOC doesn't show up because the survey is tied to the other person's account, and they don't have permission for TOC. It would be interesting to see what happens if you copy the survey to your account; would the TOC option then be available?
