I am not sure how to fix this. I closed (paused) many surveys and still am getting this error when trying to publish a survey.
Any ideas?

I would suggest reaching out to Qualtrics Support. You might need to delete some of the closed surveys if you're on a trial account or one that is limited.

I am not on a trial. I published another survey last week, jut interesting that it stops now.
But seeing now that they have been allowing me to have a lot more survey active than agreed. Not sure why they are barring me now though as opposed to earlier.
