I recently published a survey without setting any quota.

After receiving 5 responses, I added a quota count to be 5 once certain conditions are met. The previous 5 responses had all conditions met for quota increment. However, the quota count was 0 even after re-publishing the survey, and my friend could still access the survey although the condition set was to end the survey once the quota was met. 

Does qualtrics apply quotas to responses received after making the changes in quota by default? If not, why is this happening and how do I fix it?

If you add a quota after responses are recorded you have to update the quota count manually to account for those responses.
