We are using Sf outbound workflow + web service task to import data from SF to Qaultrics. that is working well. 

SF is creating dupes (appointments edited or duplicated due to some reason), hence there are multiple responses being created by the same unique ID. 

I wanted to check if there is a way to create new responses and update the older response based on a unique ID? 

i was thinking of a webservice task but not sure which one to use. ??
