What is the best way to create a survey with sections that can be completed by different people?

I'm drafting a survey and one person completes the first section and then another person in their team is delegated to complete the second section. When we analyse the results we need to be able to link the first and second section and compare the results with other teams' completed surveys.

    I think you can do this by making each section a different Block within the survey, and then in the Survey Flow, trigger the Block by the email or other unique identifier. That way, certain people will only see the section that you want them to answer, but it'll be in the same survey/dataset so you can compare easily.
