A contact list was successfully uploaded around 0730; however, it did not populate in my list for use until after lunch. What would cause the delay between the contact file upload and accessing the list for email distribution?

I'm not sure of the cause (it could be so many reasons), but you can always refresh your account if you're not seeing changes immediately.
