I created personal links for a contact list, and sent the links out on my own. I have some respondents who clicked the link prematurely, and now there are blank/incomplete responses and are unable to complete the survey – clicking the link brings them to a screen saying "You have either already completed the survey or your session has expired". Would deleting those incomplete responses allow them to reuse the personal link I sent them to fill out another survey? Or is there a better/easier way to let them recomplete the survey.

If the response were still in progress you could delete the in progress responses and they could start over using the same links.
However, it appears they already completed the survey. So, you should create and distribute new links for those people.
