I created a new user with the Standard Qualtrics user type. I edited this user's settings so the approve survey functionality was enabled. I added this user to a new division. I'd like this user to only be able to approve surveys within the division, not org-wide, but am seeing the user's name appear in the approve surveys drop-down menu from another user who is NOT in that division. Any ideas? Thank you!

While I don't know the answer personally, I can tell you that we have VERY complicated user settings on our license and support and our account team have been amazing with setting everything up for us. I encourage you to reach out to them, tell them what you want to do, and if they're feeling especially awesome (which they usually are), they'll do it FOR you.
