I would like to be able to create a report that shows who hasn't responded to a survey from those on a Contact List please? I know I can set up email reminders to those that haven't completed but wanted to be able to identify the non-responders.

If you used an email distribution, my best reccomendation would be to download the distribution history:

That lets you know how far along in the process everyone got, not started, started, even bounced emails.
However, if you have something set up like an automatic distribution via API, or the history you're looking for spans multiple distributions, there is not a great way to pull this.
You can download a contact list history when exporting contacts from a list:

But IMO it's really limited. It doesn't tell you _which_ survey was completed, just when the last survey was taken. It's hard to narrow down specifics via the contact list.

@jong if @Kate's suggestion doesn't work, you could always export your response data and compare that list against your original contact list. You could create two separate contact fields and merge the list, determine which in the original list hadn't responded, and perhaps send a reminder to those people. (This assumes that you are capturing respondents' email addresses or another identifier, which could be done using embedded data, if you're able to do so.)
