I have a research design in which I survey 100 different people, and each participants is assigned different questions (specifically, he evaluate their performance).
Is there a way to produce 100 different surveys, with different questions to every copy? I have a file with the participant-questions matrix.

The QSF is basically is a JSON file. Since you already have the participant-questions set, you can create one survey manually, download the QSF, customize it using some software and then reupload them using either the API or manually.

Its a basic search and replace task, so any scripting/programming language should do the job for you, R, Python, JS etc. . If you are looking for a GUI, excel macros could come in handy or some software like winautomation/power automate.
