Numeric Question
I have created a text question and applied number validation with range 0-99. Still I am able to continue by answering white space. Can we override this thing?

I think it considers blank as "0" but that is not right... You can reach out to support team to escalate this...
So, to overcome this scenario either you will have to make it as "Force response" with content validation as "Number" or you can utilize "custom validation" (both will act similarly)
