If the partial completion is set to the below: ! and the recipient hasn't finished all of the survey yet, what happens if you send out the same survey to the same recipient again during that month?

The will simply pick up where their old survey left off if utilizing the same link. This is what will happen if you send a "reminder"- it sends the same link so they can pick up their partial complete and submit it. If you're sending a _new_ link, or a new invitation, then that's a new start. So the old partial might record if they never go back to it in that month.
