I am trying to create a rank order question, but it may be the case that not all survey participants will have completed all 4 of the question options that I am entering to have rank ordered. Is there a way for the participant to be able to indicate that 1 or more of the rank ordering options do not apply?

You could use a Pick/Group/Rank question so they only rank the ones that apply.
