Is it possible to distribute a survey based on a filed from an Excel file?

Sure, i have a filed in an Excel file that cointains a data (i mean a specific day, for example february 4) and i would like to now if is possible that a Qualtrics survey can check this field each day and at day february 4 +1 the survey start
