If you already have a data on paper or in some online format, then you need to convert the data into the CSV format, but it some formatted columns, so that it matches with the survey format. Check this more info.
If you want to get fresh data from the respondent that is want to send the survey to respondent/participants , then check this info

Thanks for the quick response but I do not know if you were able to understand what I was asking.
I have placed the questions from the 9 paper questionnaires for my research project in qualtrics under survey.
I have answers from the paper questionnaires from the respondents that I need to put into the qualtrics.
How do I do this. My advisor told me to go to preview and input the respondents answers there but this is not correct.

Upload bulk data in the survey is possible using import data option.
To import the data, the data needs to be in a specific format for qualtrics to understand.

After I am done importing the first respondent's responses, will it automatically take me to the beginning of the survey to input the next respondent's responses?

Then, in the next row you will add response of the next person, and continue this.
