The support documentation (https://www.qualtrics.com/support/employee-experience/creating-ee-project/dashboards-tab/dashboard-management/dashboard-settings/field-types-ee/) says there is a finite set of values for a Field Type of Text Set. Where can I see what the limit is?

It would be the answer choices of the question you're assigning that field type.
I don't believe there is a limit to how many you can create, if that's what you're asking. It's more to tell Q that this isn't text that should be analyzed for content and instead is a category.
I found that text set has a limit of 5000.
