I get this error message any time I use the Rich Text Editor to add an underline or bullet items in a text only item. I'm not sure why this is happening as those are very common items to use in a survey question.

Assuming you are using iframe tag as others faced the similar error when they included that.
You need to upgrade your account, kindly contact qualtrics support or Account Executive.

I was not trying to embed an external website. I was simply trying to underline some text and add an unbulleted list.

https://community.qualtrics.com/XMcommunity/discussion/comment/52658#Comment_52658why are you using HTML tags when qualtrics has that inbuilt just click more on top of rich content editor. To include the tags you have to click on the source icon if you haven't already done that.
Also if you are not able to use these, kindly reach out to Qualtrics support.
