Prevent a Mailing List from being selected

In order to streamline an otherwise long process, I created a mailing list that contains ALL the members in my directory. From this mailing list I create samples that I use to solicit a survey every 2 weeks.

While this process is helpful in making my samples, it is scary that someone could accidentally email a survey to ALL my customers (2 MM people). I want to see if it is possible to prevent this mailing list from ever being selected, while still being able to select the samples from that mailing list.

I am also open to any creative ways to manage this sample without the mailing list, if possible.

    @Akdashboard, rather creating a sample can you create a new mailing list from the huge mailing list (by filtering the contacts based upon the field values) once you have done with that then you can try unsubscribing the contact from that huge mailing list, so that, even if someone accidentally selects that huge mailing list the email won't reach to them...
