Prevent a Mailing List from being selected

In order to streamline an otherwise long process, I created a mailing list that contains ALL the members in my directory. From this mailing list I create samples that I use to solicit a survey every 2 weeks. While this process is helpful in making my samples, it is scary that someone could accidentally email a survey to ALL my customers (2 MM people). I want to see if it is possible to prevent this mailing list from ever being selected, while still being able to select the samples from that mailing list. I am also open to any creative ways to manage this sample without the mailing list, if possible.
