I have the same question, and given the title of the above question, I think @rameshanthony is asking is how to make a survey template truly public.I have successfully collaborated with other folks on surveys with others, but it is annoying to need to add them each time when I don't actually care who can see the template. Moreover, I would like as many people as possible to be able to reuse the instrument themselves.
I don't know how recently this Retrieve a User-Uploaded File API method was introduced, but I've just gotten it working in CURL. Just note that you'll need to specify the output method or you'll get this warning-----------------------Warning: Binary output can mess up your terminal. It is important to be able to force responses at a more granular level; eg at least one row and Column A while allowing Column B and Rows 2 onward to be blank. The current behavior is not intuitive and not as full featured as it could be.
