I contacted Qualtrics Support to figure this out, and it looks like I made changes to my hierarchy and didn't select the "Update All Responses with Current Metadata" option in the Participant Tools menu after doing so. Since I had a hierarchy filter applied to my dashboard and my previous survey responses weren't reflecting my hierarchy changes, the dashboard was unable to load data. But after I selected that button, all was well!
I contacted Qualtrics Support, and they said the best way to do this is to create to create two different nomination requirement sets. For the managers who are participating as subjects, you would want to add an additional metadata field that will indicate if they have less than the minimum number of direct reports (i.e. If my minimum is 5, I could add a metadata field called "Minimum" and give Managers with less than 5 Direct Reports a value of 1 and those with more than 5 a value of 2). I would then use this new metadata field in the Subject Conditions of each nomination requirement set to establish different nomination requirements for managers with less than the minimum number of required Direct Reports. Note that you will want to have your Multiple Match Handling in the upper-right corner of the window set to "First Match Only" to make sure that more than one nomination set is never applied to a subject. https://www.qualtrics.com/support/employee-experience/creating-360-project
I reached out to Qualtrics Support and got an answer for this. When a user is assigned to more than one role, the permissions are additive and not restrictive. Essentially, they act as "Or" statements. So, the best way to do this would be to create two different roles, one with the Location permission set up and another with the Department permission set up, and then assign both of the roles to a user. That way they would be able to see information from users with the same Location OR the same Department name in their dashboard.
I contacted Qualtrics Support and was able to figure out what was going on. For our CX setup, for our "Unresolved" issues, these get triggered back to the representative instead of asking the customer for a CSAT value. Therefore, all "Unresolved" issues have a "Null" value for CSAT and would not fall under the filter that is filtering for CSAT values from 1-5. I just have to set the CSAT filter back to "All" to get the "Unresolved" issues to display again. Thanks for the help though, everyone!

@KatC - it was a new list...but some of the addresses on it may already live in my Target Audience directory @AnthonyR - thanks for the tip. I refreshed but it didn't seem to solve it.

@AnthonyR @Clint I actually used default choices with piped text to display the value in the question text box. Is there a better way to do this?

Thanks, @MichelleC! :) I am actually using Qualtrics ticketing so that ticket are created in our Qualtrics accounts. However, I want to be able to dynamically assign tickets based on CSAT scores. However, I can only figure out how to assign all tickets to one person or team. Any ideas on how to make this vary depending on how someone responded to the survey?
